3. ICAO Language Proficiency & Certification
3.1 ICAO Framework
The International Civil Aviation Organization (ICAO) defines global standards for aviation English language proficiency.
However, ICAO does not conduct or issue language assessments.
3.2 National Civil Aviation Authorities
ICAO language proficiency assessments are conducted by authorised examiners, approved by each country’s Civil Aviation Authority (CAA), and recorded on a pilot’s licence by that authority.
3.3 APEA Assessment Position
As at the time of accessing or using APEA services:
Free Diagnostic and Full ICAO-Aligned Assessment are not licence-valid. They do not issue an ICAO endorsement. Rob has CASA-approved AELP assessment capability in Australia only. That formal assessment is separate from the Free Diagnostic and the Full ICAO-Aligned Assessment. Asia pathways remain future-state.
3.4 Future Capability
Australia:
APEA has CASA-approved AELP assessment capability in Australia. Asia assessment pathways remain future-state only and are not current approvals.
No Asia-wide or global assessment authority is claimed unless a separate approval exists.
3.5 Referrals to Authorised Assessors
Refer candidates to authorised or approved aviation English assessors where a formal local pathway is required. In Australia, Rob has CASA-approved AELP assessment capability. That capability is Australia-only and face-to-face.
👉 Any referral does not constitute endorsement or guarantee of outcome.
3.6 User Responsibility
- Completing official ICAO assessments through authorised providers.
- Complying with the requirements of their licensing authority.
4. Free Diagnostic
The free ICAO-aligned diagnostic:

5. Paid Assessment
5.1 Nature of Service
The Full ICAO-Aligned Assessment is human-reviewed. It includes speaking and audio review. There is no AI-based speaking score. Results are provided through a Results and Pathway Discussion. It is not licence-valid and is separate from CASA-approved AELP Assessment, which is Australia-only and face-to-face.
Speaking and audio submitted for the paid Full ICAO-Aligned Assessment are reviewed by a human assessor. Quiz items may be system-assisted. Speaking is never scored by AI.
